Scale payments

Integrated customer card payments are enabled only when the business plan grants customer_payments_enabled and the platform/business payment controls are ready. The current product design reserves this for Scale.

Payment execution is server-authoritative. Customer checkout, deposits, refunds, payment attempts and provider status are kept separate from lower-risk listing/booking features, and payment/provider configuration belongs in the restricted platform operations/risk area.
